Overview
SimpleSend is a bulk SMS platform used by local government agencies and civic organizations to communicate with their constituents and subscribers. This SMS Policy explains how text messages are sent through SimpleSend, how recipients can opt in and out, and what protections are in place.
If you received a text message from an organization using SimpleSend, that organization — not SimpleSend — initiated the message. SimpleSend serves as a technology intermediary providing compliant messaging infrastructure.
How to Opt In
All SMS programs using SimpleSend require express written consent prior to sending any promotional or informational text messages. Consent may be obtained through one of the following methods:
- Web signup widget: Entering your phone number on an organization's website and replying JOIN to a confirmation message.
- Paper or digital form: Signing a form that includes clear disclosure of the SMS program, message frequency, and your right to opt out.
- Direct enrollment by the organization: Being enrolled by a staff member with your documented consent on file.
No text messages will be sent until consent is confirmed. For web signups, a double opt-in process is used: you enter your phone number, then reply JOIN to the confirmation SMS before any further messages are sent.
How to Opt Out (STOP)
You may opt out of receiving SMS messages at any time by replying STOP to any message you receive. Upon receiving STOP, you will be immediately unsubscribed and will receive a one-time confirmation message. No further messages will be sent to your number from that organization.
Additional opt-out keywords that may be supported: CANCEL, END, QUIT, UNSUBSCRIBE.

Message Frequency
Message frequency varies by organization and program. Common use cases include:
- Emergency alerts and public safety notifications
- Scheduled reminders (e.g., meeting notices, deadlines)
- Event announcements and community updates
Each SMS program must disclose its expected frequency at the time of opt-in. If you are unsure how often you will receive messages, contact the organization that enrolled you directly.
Costs
SimpleSend does not charge recipients for receiving text messages. However, your mobile carrier's standard message and data rates may apply. Contact your wireless provider for details about your plan.
Message Content
Organizations using SimpleSend are contractually prohibited from sending:
- Unsolicited commercial advertising or spam
- Sexually explicit or adult content
- Hate speech, harassment, or threatening content
- Phishing, fraud, or deceptive messages
- Content that violates any applicable law or regulation
All programs are subject to review and may be suspended if found to violate these requirements.
TCPA Compliance
SimpleSend is designed to facilitate compliance with the Telephone Consumer Protection Act (TCPA), applicable FCC regulations, and CTIA guidelines. This includes:
- Requiring documented express written consent before sending messages
- Honoring STOP requests immediately and permanently
- Maintaining opt-in and opt-out records for each subscriber
- Supporting 10DLC (10-digit long code) registration for commercial messaging
- Providing a clear program description and opt-out instructions in every initial message
Organizations using SimpleSend are responsible for obtaining and maintaining valid consent and for the content of messages they send. SimpleSend is a technology provider and does not control the content or timing of individual messages.
